Lincoln University Holds ROTC Commissioning Ceremony for Cadet Blake Fischer

Lincoln University’s Army ROTC program held its spring commissioning ceremony Friday, May 9, for Cadet Blake Fischer, officially appointing him as a second lieutenant in the U.S. Army. The event took place at Pawley Theatre in Martin Luther King Hall and was attended by university officials, military personnel, family and friends.
“Lincoln University, founded by Civil War soldiers, honors Second Lieutenant Fischer’s commitment to selfless service and excellence,” said Maj. J. Marc McQuilliams, ROTC program department head and professor of military science. “His oath to defend the Constitution underscores a lifelong dedication to our nation’s security. The Blue Tiger Battalion salutes Second Lieutenant Fischer for his exemplary leadership and steadfast resolve.”
The ceremony began with a welcome from Cadet Jake Bertram, followed by the national anthem. McQuilliams introduced the guest speaker, Col. Michael Seek, who delivered the commissioning address. Seek currently serves as chief of the joint staff for the Missouri National Guard and commander of the 35th Engineer Brigade.
Following the address, Seek administered the oath of office to Fischer. Fischer, who earned a Bachelor of Science in criminal justice and is a 2025 graduate of the Lincoln University Law Enforcement Training Academy (LULETA), was pinned by his parents, Kent and Geneé Fischer. The pinning of rank marked a meaningful milestone in his journey to becoming an officer.
Master Sgt. Timothy Morningstar rendered the traditional first salute, a symbolic gesture of respect between a newly commissioned officer and an enlisted service member. Fischer then received his commissioning certificate, presented by Morningstar and Lincoln University President Dr. John B. Moseley.
The ceremony concluded with closing remarks by Morningstar and the singing of “The Army Song.” Attendees were invited to a cake-cutting ceremony in the foyer following the event.
