Resources   Statewide Contracts The State Division of Purchasing & Material Management is responsible for the procurement of all state required supplies, materials, equipment, professional and general services. Consequently, Department of Purchasing Material Management has established contracts with various vendors for various needs of all state agencies, universities and colleges. Lincoln University is a member of the State Co-operation Procurement Program and can buy many of its needs from the statewide contracts.
